Cosmeceuticals

MCS Associates assist clients in the development of compliant packaging for their products, with ingredients that are correctly labeled using the International Nomenclature for Cosmetic Ingredients (INCI) system.

The term “cosmeceutical” is used in cosmetic advertising to define cosmetics that contain active ingredients such as;
  • vitamins
  • phytochemicals
  • enzymes
  • antioxidants
  • essential oils
Many top international and domestic cosmetic companies chose MCS for their regulatory compliance services.

The term “cosmeceutical” has no meaning under Canadian law and therefore the manufacturer and/or marketer of cosmeceuticals must be careful not to claim drug-like benefits for these products.

A cosmetic is a product which cleanses, improves or alters the complexion, skin, hair or teeth. Regardless of whether the product is a beauty preparation (make-up, perfume, skin cream, nail polish) or a grooming aid (shaving gel, soap, shampoo, deodorant), all cosmetics sold to the Canadian public must meet the requirements of the Health Canada and the Cosmetic Regulations and the Consumer Packaging and Labeling Act and Regulations. In the U.S., cosmeceuticals must meet the requirements of the FDA’s "Food, Drug, and Cosmetic Act”.

MCS can complete the Health Canada Cosmetic Notification Form on your behalf to comply with the regulatory requirements of product entry to the Canadian market. Our consulting services include:

  • Reformulation
  • Cosmetic notification application
  • Special labeling or child-resistant packaging
MCS Associates will clearly present the options available to you for the acceptable cosmetic ingredients based on Cosmetic Ingredient Hotlist (a science-based document listing substances which are restricted and prohibited in cosmetics).

INCI is a system for naming cosmetic ingredients that is based on the Latin language and being multilingual in nature, is now the mandatory nomenclature in Canada, the United States and the European Union.

MCS can ensure that your cosmetic products are properly labeled to avoid making statements which would indicate that the product has drug properties.
